SORMAS in Germany

In the beginning of the SARS-CoV-2-pandemic, a new module was implemented in to SORMAS, specifically to monitor the new disease. The virus poses great challenges for the population and health sector in Germany, especially the documented tracking of contact persons is costly and complicated. The public health authorities are responsible for identifying contact persons and monitoring them on a daily basis in accordance with RKI recommendations. Therefore, SORMAS was modified to meet the needs of German health authorities. This modified SORMAS version is called SORMAS-ÖGD. It aims to make the work processes of the public health department easier and more efficient. For this purpose SORMAS-ÖGD starts at the point where a patient and his contact persons are identified. This covers work processes that must be fulfilled after a contact to a case has been identified.

SORMAS operates completely within the legal requirements of the German Protection against Infection Act (IfSG), especially paragraph 14 IfSG. It also fulfils the requirements of the Data Protection Basic Regulation (DSGVO) and the Federal Data Protection Act (BDSG). In addition, the system was tested in June 2019 by an external security audit, according to which it meets the currently valid security standards. The following security audits are planned.

In August 2020, the ministry for Social Affairs, Health and Equal Opportunities of Lower-Saxony commissioned the HZI to implement SORMAS in the federal state. In January 2021, the German health minister conference decided that SORMAS should be implemented in every health department in Germany by the end of February 2021. To achieve this, technical and financial resources were provided.

Currently, SORMAS-ÖGD is installed in more than 90% of health departments in Germany. About a quarter of those have an active interface with SurvNet.
